- Summary: The bill ensures that municipalities in Massachusetts meet state-defined standards for safe drinking water to qualify for state funding or grants, thereby protecting public health and encouraging local governments to prioritize water quality. Municipalities must conduct annual water quality testing and submit results to MassDEP. The testing shall include, but not be limited to, analysis for contaminants such as lead, arsenic, nitrates, PFAS, and bacterial pathogens. The bill also provides that the Commonwealth shall provide technical and advisory support to municipalities seeking assistance to meet drinking water standards.

- Summary: The DEP shall establish and administer a program for the issuance of vouchers for PFAS filtration equipment, in accordance with the following requirements: The DEP shall maintain a list of municipalities (affected municipalities) where PFAS levels exceed the maximum contamination levels set by the DEP; the applicant’s address may receive no more than two vouchers for a five-year period. The recipient may redeem the voucher at any retail establishment selling filtration equipment in lieu of payment for such equipment. The retail establishment shall receive reimbursement for the redemption of vouchers.

- Summary: The bill reiterates much of the language in H 4486, introduced in 2024, which outlines comprehensive mitigation and management of PFAS in MA. The bill proposes a PFAS remediation trust fund that shall be expended to mitigate the impacts of PFAS contamination in the commonwealth, including PFAS contamination in drinking water, groundwater, soil, sediment, surface water, wastewater, sludge or sludge products, landfills, and other media as appropriate. The provides for the establishment of rebate and grant programs for the reimbursement of private well users and owners for the costs of private well water sampling, installation, and operation and maintenance of PFAS treatment systems. The bill also stipulates that, beginning in 2029, no manufacturer, distributor, wholesaler or retailer shall offer for sale, sell or distribute any priority products to which PFAS have been intentionally added.

This bill requires the Department of Agriculture, Conservation and Forestry to establish the PFAS Response Program for the purpose of abating, cleaning up and mitigating threats and hazards posed by PFAS that affect agricultural producers in the State and the food supply; providing support to affected commercial farms; supporting critical PFAS research; and allowing for the department to strategically and effectively respond to PFAS concerns and issues as they arise.
