- Bill Name: A bill to direct the Secretary of Defense to designate a Coordinator for Engagement with PFAS-impacted defense communities

- Summary: This bill requires the Department of Defense to designate an official as the Coordinator for Engagement with Defense Communities Affected by PFAS. The coordinator’s responsibilities include: improving DOD’s outreach, education, and communication efforts with respect to current or former defense communities that have been affected by the contamination or leakage of PFAS; and serving as a dedicated liaison between the DOD and local governments, advocacy organizations, and individual citizens in such communities.

- Summary: This bill reauthorizes through Fiscal Year 2029 various Department of Agriculture (USDA) programs. Regarding PFAS, the bill adds an initiative to investigate the effects of PFAS on agriculture and research methods to mitigate these effects. The Secretary shall provide grants to governments whose agricultural land has soil and/or water contaminated with PFAS. In the bill, SEC. 12514 (B) (5) stipulates the requirements for eligibility, application, research and remediation regarding PFAS. Grants are to be used, among other purposes, for monitoring PFAS-related health issues for people who live on land potentially affected by PFAS; costs associated with disposing land or farm-products contaminated by PFAS; investment associated with processes necessary to ensure the individuals responsible for agricultural land contaminated with PFAS maintain profitability while addressing said contamination.

- Summary: The bill authorizes the department of environment, Great Lakes, and energy to notify any owner of a private drinking water well within a one-mile radius of a location where the department detects the presence of PFAS. It also authorizes local health departments to provide a free PFAS NFS certified water filter to owners of private water wells who are notified, per requirement, when testing occurs.
